Tarvis

Tarvis is the city below the clouds: rain that does not stop, neon on wet asphalt, a lens on every corner. Levels are counted downward and upward from the street, and an address in Tarvis is a level before it is a street.

Camera coverage in Tarvis is near total, and the gaps are known, mapped, and — this office notes without elaboration — used.

Tarvis is administered by the Authority. Tarvis does not administer anything above it.
