The Authority — the Altitude Authority, in formal register — administers the levels, the registry, the warrant desk and the grid. It watches Tarvis almost completely. It is watched, in return, by ████████.

On Authority paperwork, Havis is styled the High Continuance. The Authority's charter dates from the Rise. Its commendations are issued for many qualities. One recovered citation, in full, reads: “for discretion.”
